На­чало восстания на Дону и походе Степана Разина к Волге

В конце мая  1670 г. правительству стало известно о на­чале восстания на Дону и походе Степана Разина к Волге. Немедленно были направлены    царские    грамоты  в  города Белгородского полка, сообщавшие об «измене» Степана Ра­зина и запрещавшие всякую торговлю с Доном. В Воронеже и Козлове такие грамоты были получены 3 июня, в Коротояке — 5 июня. Воеводы получили приказ не пропускать в ни­зовья  Дона  ни  одного  человека,  на  всех  дорогах  и  у  рек установить заставы. Тех, кто повезет на Дон хлеб или иные припасы, предписывалось «казнить смертью безо всякие пощады». Не предвидя еще размаха восстания, царское пра­вительство решило прекратить подвоз казакам продоволь­ствия, смирить мятежный Дон экономической блокадой, го­лодом. Не отправлено было, конечно, и ежегодное жало­ванье донским казакам; «донской отпуск» 1670 г. не Состо­ялся.
Однако сбор служилых людей Белгородского полка пра­вительство пока не объявляло. В Москве, несомненно, счи­тали, что целью Степана Разина является опять поход с Вол­ги в Каспийское море. О такой неправильной оценке царским правительством планов Степана Разина свидетельствует, р, частности, грамота из Разрядного приказа воеводе Белгород­ского полка Г. Г. Ромодановскому. В ней говорилось, что Степан Разин «пошол на Волгу и на море». В Воронеж и Коротояк для усиления гарнизонов было послано всего по сотне московских стрельцов и приказано воеводам провести дополнительный набор в стрелецкую службу.
В июне и июле 1670 г. между Москвой и воеводами го­родов Белгородской черты идет оживленная переписка. Пра­вительственные распоряжения требуют организовать раз­ведку, «проведывать про воровских казаков подлинно». В гра­моте от 13 июля белгородскому воеводе снова говорится о необходимости усиления застав на Белгородской черте, «чтоб которых городов и из уездов на Дон и на Волгу к во­ровским казакам, к Стеньке Разину с товарыщи, никакие люди ни с чем не проходили и не проезжали». В августе тон царских грамот меняется. К этому времени стали ясны размеры движения и степень его опасности для господствую­щего класса. Царское правительство начинает принимать ре­шительные меры, объявляет мобилизацию дворян. Служилые люди Белгородского полка получают приказ о сборе на служ­бу в полк. 26 августа 1670 г. отдается распоряжение воеводе Г. Г. Ромодановскому — идти со всеми служилыми людьми Севского и Белгородского полков «к Острогожскому или Коротояку».
Район   Коротояка,  где  Белгородская  черта  подходила   к Дону и делала крутой поворот вдоль него к северу, имел важное стратегическое значение. Удерживая Коротояк, правительственные войска закрывали разинцам путь на север, затрудняли распространение восстания по Белгородской чер­те, перекрывали основной канал снабжения продовольствием низовьев Дона. В Коротоякском уезде как в распоряжении воеводы, так и у служилых людей находились запасы хлеба, л котором очень нуждались повстанцы. Осенью 1670 г. разинцы сравнивали по значению Коротояк с Азовом. «Каков нужен казаком Озов, таков де нам ныне Коротояк»,— гово­рили в сентябре 1670 г. разинский атаман Федор Колчев и его товарищи. Царское правительство с некоторым запозда­нием отдало приказ воеводе Г. Г. Ромодановскому двинуться от Севска с крупными силами в направлении Коротояка, и атаман Ф. Колчев сумел опередить воеводу.
