Проведение военно-админи­стративной реформы на юге России

После смерти в 1657 г. Богдана Хмельницкого резки осложнилась политическая обстановка на Украине. Новый гетман Иван Выговский и часть казацкой старшины стали ориентироваться на союз с Польшей, на отторжение Украи­ны от России. Против И. Выговского вспыхнуло восстание, подавленное им с помощью татар. В 1658 г. И. Выговский изменил России.
Для военных действий на Украине и в Белоруссии, При­балтике и Карелии требовались новые русские войска. Изыскивая дополнительные возможности для пополнения армии, русское правительство снова обратило внимание на южные области страны и Белгородскую черту. В 1657 г. в инспек­ционную поездку «по черте» отправился один из руководи­телей Разрядного приказа думный дьяк С. И. Заборовский Первая его поездка подготовила проведение военно-админи­стративной реформы на юге России. Одновременно С. И. За­боровский в качестве представителя центральной админи­страции осмотрел укрепления Белгородской черты. По его указанию были дополнены некоторые укрепления на черте, в частности построен стоялый Рудкинский острожек на бе­регу Дона севернее г. Костенска.
В ходе поездки по черте С. И. Заборовский и его помощ­ники составляли «разборные списки», записывали в них род­ственников служилых людей (а иногда и самих служилых людей) в рейтарскую, драгунскую и солдатскую службу. Мел­кие служилые люди уже знали по опыту 1653 г., что пред­ставлял собой бессрочный набор в полки солдатского строя, «и во всех городах на смотрах детей своих и братов таи­ли». Разборные списки включали и служилых людей обыч­ных служб — полковой и городовой, в них пока не учитыва­лись лишь черкасы — украинские переселенцы. Один экземп­ляр «разборных списков» С. И. Заборовский отвез в Москву, второй остался у городских воевод.
Зимой 1657/58 г. в Москве была проведена подготовка к формированию Белгородского полка, и в марте 1658 г. С. И. Заборовский вновь отправился на черту. Его сопро­вождали дьяк С. Титов, московские дворяне Б. Ушаков, С. Ушаков, И. Ододуров, Л. Недовесков, жильцы С. Ловчиков, Н. Заборовский (сын думного дьяка) и А. Бешенцов. 6 марта 1658 г. перед отъездом С. Заборовский и С. Титов были на приеме у царя Алексея Михайловича. Осмотрев предварительно западные города Белгородской черты, 10 ап­реля 1658 г. С. Заборовский прибыл в Белгород. На 20 мая в Белгороде был назначен сбор всех служилых людей, за­писанных в «разборные списки».
