Количестве служилых людей в южных русских городах

В 1651 г. в Разрядном приказе была составлена по отче­там воевод справка о количестве служилых людей в южных русских городах, которую мы воспроизводим в виде таблицы для городов Белгородской черты.
В 1651 г. строительство Белгородской черты подходило к концу. На черте, как видно из таблицы, стояли уже 22 горо­да (не считая вотчинного г. Романова), в них служил 17741 человек. На один километр укреплений приходилось в среднем по 22 воина. Фактически защитников черты было больше. Надо учесть, что против татар выходили иногда и взрослые родственники служилых людей, вооруженные пи­щалями или рогатинами. Военную помощь служилым людям на черте, особенно в случае прорыва татар, могли оказать и полки дворянской конницы, которые в 1651 г. вновь выдви­нулись в западную половину черты.

Для строительства Белгородской черты международная обстановка на юге России в 1649—1653 гг. была в основном благоприятной. Татарские вторжения, прекратившиеся в свя­зи с походом русских войск в Приазовье в 1646 г. и созда­нием военной угрозы Крыму, не возобновлялись. С 1648 г. Крымское ханство было на несколько лет втянуто в борьбу между восставшим украинским казачеством и панской Поль­шей. Гетман Богдан Хмельницкий, выдающийся политический деятель и дипломат, проводя линию на воссоединение Украи­ны с Россией, стремился, причем небезуспешно, отвести удар своего временного союзника — крымского хана от Русского государства и направить татар на Польшу. В беседе с рус­ским послом Г. Унковским 19 апреля 1649 г. Б. Хмельницкий говорил: «В прошлом году после польской войны крымской царь мыслил итить войною и на Московское государство и меня и Войско Запороское звал, и я крымского царя унял и говорил ему: будет ты на Московское государство пойдешь или людей своих на украинские городы пошлешь, и мы с вами совету держати не будем и за Московское государство будем Крым воевать».
Конечно, не только слова и угрозы Б. Хмельницкого от­влекали крымского хана от России. Татары рассчитывали использовать национально-освободительную войну украин­ского народа против Польши в своих корыстных целях. На­ходясь «в союзе» с Б. Хмельницким, они значительно легче и проще могли захватить большую добычу в пределах Поль­ши и на Украине, где не было укрепленных линий, чем в России. Осенью 1649 г. крымские татары «взяли взятьем» много городов на Волыни и Подолии, увели в полон тысячи людей. В 1650 г. татары из-за сильной засухи вообще не смогли выйти крупными силами за пределы Крыма,— «вся степь выгорела», кормить коней в степи было нечем. В 1651 —1653 гг. массы татар проникали глубоко в пределы Украины и Польши, действовали под Львовом и Перемышлем, направлялись даже к Люблину и Кракову. В это вре­мя к Белгородской черте подходили лишь небольшие отряды татар.
Однако одно из таких татарских нападений оказалось до­вольно неприятным и едва не привело к изменению конфигу­рации уже в основном построенной Белгородской черты 14 августа 1652 г. примерно 500 татар подошли к усманском валу между Красным и Карачунским острожками севернее г. Усмани. Караульщики с башни Красного острожка увиде­ли татар, но приняли их за служилых людей Сокольска и Доброго, решили, что «идут ратные люди на перемену из городов» и не подняли тревоги. Татары забросали ров сеном и хворостом, прорвались за вал, захватили на полях плен­ных. Группа татар осталась у вала и проделала в нем про­ход, через который татары увели полон и угнали лошадей. Усманские служилые люди не успели закрыть врагу дорогу назад. В результате молниеносного набега татары захватили и увели в плен 37 служилых людей, 140 жен, детей и род­ственников служилых людей, угнали 491 лошадь.
Следствием прорыва татар через усманский вал было по­явление в Разрядном приказе нелепого плана переноса  укреплений с р. Усмани на р. Воронеж. По этому плану долж­ны были прекратить свое существование города — Усмань и Орлов, десятки сел Воронежского и Усманскога уездов. Земляной вал протяженностью в 30 км — результат многолетнего труда тысяч людей — оказался бы никому не­нужным. Сокольский воевода уже получил задание подо­брать место для нового города на правом берегу р. Вороне­жа южнее с. Вербилова, куда должны были переселиться жители Усмани и Орлова.
Руководители разрядного приказа, отвыкшие от татар­ских вторжений, не смогли правильно оценить события 14 августа 1652 г. на усманском валу, являвшиеся в конеч­ном счете случайным эпизодом в борьбе России с татарами, в сооружении Белгородской черты. Судьба населения меж­дуречья Усмань — Воронеж не интересовала царское прави­тельство, но военно-стратегические минусы отступления с хо­рошо укрепленной и освоенной территории были очевидны.
Мелкие служилые люди Воронежского и Усманского уез­дов оказались достаточно сообразительными для того, чтобы не просто жаловаться на разорение, которое принесет им уход с плодородных, уже освоенных земель, но и подчеркнуть военную бесперспективность этого мероприятия. В коллектив­ной челобитной они обратили внимание дьяков Разрядного приказа на то, что берега р. Воронежа ниже с. Вербилова песчаные и поэтому непригодны для строительства укреп­лений. Служилые люди писали, что уже много лет отражают они набеги татар на родные места, «и до усманских крепо­стей за много лет, как стал город Воронеж, деды и отцы наши жили в тех селах и деревнях, и татарские приходы бывали к нам многие и мы церквей божиих и своих домишков не метали». В начале 1653 г. Разрядный приказ распоря­дился оставить города Усмань и Орлов на прежнем месте. Воеводы Усмани и Воронежа получили указание еще больше укрепить берега р. Усмани. В соответствии с этим распоря­жением служилые люди построили в 1653 г. на правом бере­гу р Усмани южнее городка Орлова стоялый острожек на Хреновой поляне.
