Норма набора солдат на Белгородской черте

Середина XVII в. была временем заката дворянского по­местного ополчения, составлявшего прежде основу русской армии. По своей боеспособности поместная дворянская кон­ница заметно уступала полкам рейтарского и драгунского строя. Вооружение дворян, и особенно детей боярских, оставляло желать лучшего. Огнестрельное оружие медленно приходило на смену старинному саадаку, при этом у поме­щиков почти не было дальнобойного для того времени огне­стрельного оружия — пищалей, мушкетов, а преобладали пи­столеты. Слаба была дисциплина дворянской конницы. Неяв­ка на службу и бегство с нее считались обычными явлениями. Наконец, и по количеству воинов поместная конница не мог­ла уже играть решающую роль и в предстоящей войне с Польшей, и в охране южных рубежей России.
В течение нескольких лет полки дворянской конницы вы­двигались к Белгородской черте, располагались в западной половине ее, участвовали в строительстве укреплений. В 1653 г. накануне войны России с Польшей за Украину дворянская конница была дополнена солдатскими полками. Реорганизацией подвижной армии у Белгородской черты за­вершается второй, основной период в истории сооружения черты.
В 1653 г. на юге России была предпринята попытка за счет сокращения численности дворянской конницы улучшить ее качество. Воеводы В. Б. Шереметев, Ф. Бутурлин и подь­ячий Н. Вальцов получили задание «разобрать дворян и де­тей боярских» в городах «на Украине», выбрать из них 6000 человек — «лучших и оружных». Вместо шести тысяч воево­дам удалось отобрать 4650 человек. Второе задание у вое­вод и подьячего, расположившихся в г. Яблонове, было бо­лее ответственным — им предстояло на Белгородской черте из родственников служилых людей сформировать несколько постоянных солдатских полков.
В 1653 г. русское правительство решило взять для фор­мирования пехотных полков «солдатского строя» 8000 человек «из городов с черты». Воеводы городов, расположен­ных на черте, должны были направить в Яблонов в солдат­скую службу не самих служилых людей — детей боярских, казаков, стрельцов, пушкарей, драгун, а их взрослых родственников— «добрых и силою мочных, и к службе и к сол­датскому учению охочих».
Для каждого города Белгородской черты в Москве уста­навливалась норма набора солдат — 50% от общего коли­чества не находящихся на службе мужчин. В ходе набора в солдаты выяснилось, что одни . воеводы включали в число родственников служилых людей только взрослых мужчин, другие — и «малых ребят». Так, для самого населенного из уездов на черте— Козловского (с городками Вельским и Челиовым) была установлена норма в 2475 человек,— в уезде значилось у служилых людей 4950 детей, братьев, племян­ников, внучат и других родственников. Козловский воевода Петр Пушкин провел чуть ли не всеобщую запись неслужи­лых людей в солдаты, но не добрал до нормы 200 человек. Он объяснял недобор тем, что его предшественник И. Алферьев включил в списки пятилетних и шестилетних детей.
Не избежали обычных географических ошибок и москов­ские подьячие. В составленном в Москве списке городов на черте, откуда требовалось набирать солдат, значились Коз­лов, Добрый, Сокольск, Усмань, Воронеж, Коротояк, Усерд. Верхососенск, Царев-Алексеев, Яблонов, Короча, Белгород, Болховец, Карпов, Хотмыжск, Обоянь. В список попал один город, расположенный не на Белгородской черте (Обоянь), упущены были Ольшанск, Вольный. Позже, когда выяснилось, что намеченное количество солдат в городах на черте не собрать, решено было добавить в список еще девять городов: Курск, Елец, Ливны, Ефремов, Чернавск, Лебедянь, Лихвин. Чернь, Новосиль.
Командовать новыми солдатскими полками приглашены были иностранцы, должности младших командиров заняли «старые солдаты», присланные из Москвы. Летом 1653 г. в Яблонове собрались 6863 солдата. 28 июля 1653 г. сформи­рован был полк Александра Краферта в составе 2000 чело­век, 4 августа — полк Ягана Краферта в составе 1635 чело­век, 12 августа — полк Джона Лесли в составе 1701 челове­ка, в тот же день — полк Юрия Гутцына в составе 1427 чело­век. Полки разместились в городах по черте, соответствен­но— в Яблонове, Белгороде, Усерде и Карпове. Солдаты были вооружены огнестрельным оружием — мушкетами, име­ли они и холодное оружие — шпаги. Осенью 1653 г. прохо­дило обучение новых солдат, и уже в октябре В. Б. Шереме­тев доносил, что солдаты «выучены» и к «бою готовы».
В отличие от поселенных драгун, солдаты, расположив­шиеся зимой 1653/54 г. на Белгородской черте, не наде­лялись сразу же землей. Не получали они и настоящего жалованья за службу, а лишь «кормовые деньги». Никаких ограничений срока солдатской службы не устанавливалось. Набор в солдаты население городов Белгородской черты пра­вильно оценило как тяжелую дополнительную повинность. Во­преки предположениям правительства нигде не находилось добровольцев для записи в солдаты. Правительство по воз­можности стремилось снизить расходы на содержание сол­датских полков. Любопытно, что в конце 1653 г. 60 ливенских солдат, сопровождавших обоз с оружием, в качестве поощрения были отпущены «в домах своих пожить для запа­сов неделю».
В 1653 г. вопрос о воссоединении Украины с Россией был уже решен русским правительством, назревала война с Поль­шей за Украину. В 1654 г. начались военные действия. Сол­даты сформированных в 1653 г. на Белгородской черте пол­ков участвовали в дальнейшем в боях на Украине, они успе­ли в 1654 г. принять участие и в строительстве укреплений на черте.
