Белгородская черта

Белгородская черта — это укрепленная линия на юге Русского государства, на путях вторжений крымских и ногайских татар. Созданная в середине XVII в., она включала в себя города-крепости, разнообразные ин­женерные сооружения из земли и дерева, а также естественные, природные препятствия для татарской конницы: леса, реки, болота.
Белгородская черта проходила от р. Ворсклы — притока Днепра, где до 1654 г. находилась граница Русского государ­ства с Польшей, до р. Челновой — притока Цны, по террито­рии пяти современных областей: Сумской, Белгородской, Во­ронежской, Липецкой и Тамбовской.
Если нанести Белгородскую черту на мелкомасштабную карту, она предстанет состоящей как бы из двух прямых ли­ний, образующих угол при пересечении у впадения в Дон р. Тихой  Сосны. Каждая из этих линий равняется примерно 300 км, и в сумме они составят 600 км. Такова длина Белгородской черты без учета ее изгибов или, скорее, длина за­слона, поставленного на путях татарских набегов, если смот­реть на этот заслон из исторического центра страны: Но более правильно определить длину Белгородской черты с учётом поворотов, которые она делала в соответствии с особен­ностями Местности. Учтя изгибы Белгородской черты, мы по­лучим другое число — около 800 км.
В книге мы рассмотрим историю сооружения Белгород­ской черты, постараемся выяснить ее географические конту­ры, значение. Мы считаем тему достойной глубокого изуче­ния. История Белгородской черты — это не только история возведения земляных валов и деревянных крепостей на пу­тях татарских набегов. Это одновременно история населения южной окраины России в XVII в.; это история колонизации: заселения и освоения огромной территории, возникновения десятков существующих ныне городов, сотен современных сел; это история борьбы мелких служилых людей и крестьян юга России против феодального угнетения; это история по­длинно народной войны, которую вынуждено было вести все население юга России, именно все, включая мирных труже­ников — мужчин, женщин и детей,— с иноземными захватчи­ками-грабителями; это история победы русского народа над татарами в этой трудной и длительной войне; это, наконец, история русского военно-инженерного искусства.
В работе «Что такое «друзья народа» и как они воюют против социал-демократов?» В. И. Ленин говорил о начале буржуазных связей между отдельными районами России «примерно с 17 века», со времени вступления страны в «но­вый период» ее истории'. Семнадцатый век был периодом определенного подъема производительных сил России. Со­ветские историки нашли в конкретной русской действитель­ности того времени следы новых, капиталистических отно­шений, выявили большой фактический материал, подтвержда­ющий наблюдения В. И. Ленина.
В XVII в. получают развитие первые русские мануфакту­ры, в частности железоделательные и медеплавильные заво­ды. Наемный труд проникает и начинает господствовать в от­дельных отраслях промышленности, например, в рыбной и солеваренной. Растет как внутренняя, так и внешняя торгов­ля, развиваются товарно-денежные отношения, что в свою очередь способствует социальному расслоению в городе и деревне.
Однако Россия не имела таких возможностей для капи­талистического развития, как передовые для того времени страны Западной Европы: Англия, Франция, Голландия.
В исторических условиях XVII в. в России наряду с возник­шими ростками новых, капиталистических отношений продол­жали существовать и развиваться феодальные  производствен­ные отношения. Феодальная собственность на землю продол­жала расширяться и укрепляться, что нашло свое отражение в юридическом оформлении крепостного права Уложением 1649 года. Россия оставалась феодальной страной. Проби­вавшие себе дорогу ростки капитализма не смогли в XVII в. поколебать господство феодальной системы хозяйства, они сами испытывали на себе заглушающее влияние крепостниче­ства.
Мы не собираемся перечислять и разбирать все причины такой своеобразной «прочности» феодальной системы хозяй­ства в России. Хочется отметить лишь одну, близко связан­ную с темой нашего исследования. Англия, Франция, Гол­ландия, быстро ставшие на путь капиталистического разви­тия, имели четко очерченную территорию метрополии, полно­стью заселенную и освоенную к началу капиталистического периода. В таких условиях, к тому же при наличии морской торговли и колоний, обогащавших нарождавшуюся буржуа­зию, быстро шел процесс образования промышленного про­летариата. В Англии он очень ярко проявился в ходе изве­стных «огораживаний» XVI—XVII вв.
В России картина была иной. На южной и восточной окраинах Русского государства сохранялись обширные слабо заселенные пространства. Возможности использования огром­ных земельных резервов в XVII в. определялись в значитель­ной мере успехами в сооружении Белгородской черты и дру­гих укрепленных линий. Русская колонизация Юга (мы сей­час не говорим о соотношении крестьянской, помещичьей и правительственной колонизации — это особый вопрос) объ­ективно способствовала расширению феодального землевла­дения на новые территории.
Набрасывая эту схему, мы сознательно отвлеклись от целого ряда социально-экономических и внешнеполитических явлений, оказывавших свое влияние на ход исторического развития России в XVII в. Нам хотелось просто подчеркнуть связь сооружения Белгородской черты даже с таким, каза­лось бы, общим процессом, как особенности развития фео­дальных и капиталистических отношений в России. Соору­жение Белгородской черты, затронувшее огромную территорию, массы русского населения, было диалектически связано со многими событиями социальной, экономической, полити­ческой истории XVII в.
