Строительство городов Костенек, Ольшанск и Усмань

В 1642—1645 гг., до начала второго этапа в сооружении Белгородской черты, на будущей черте были построены еще три города: Костенек, Ольшанск и Усмань.
К 1642 г. относится строительство городка Костенска в Воронежском уезде. Возникновение его связано со следующи­ми обстоятельствами. В начале 1640 г. 150 черкас — украин­ских и белорусских переселенцев поселены были в с. Костенках на юге Воронежского уезда, на правом берегу Дона. Черкасы стали выполнять обычную «городовую службу», но прожили в Костенках всего полтора года. Переселенцы, рас­считывавшие, видимо, на льготы и вольную жизнь, столкну­лись с характерным для феодальной России произволом го­родских воевод. В 1640 г. они пытались жаловаться царю на воронежского воеводу М. Вельяминова, а 28 августа 1641 г. неожиданно пошли из Костенок «в Литву».
Двигались они со всем имуществом, гнали с собой скот. Беглецы намеревались обогнуть с юга Усерд и Валуйки, про­шли за три дня около 120 км, но все же были настигнуты в степи между реками Тихой Сосной и Черной Калптвой от­рядом воронежских служилых людей. Два дня беглецы дер­жали оборону, но когда подошли н усердские служилые лю­ди, черкасам пришлось сдаться. Пленных оказалось 119 чело­век, не считая женщин и детей; они были возвращены и посажены в тюрьму в Переяславле-Рязанском, их имущество конфисковано.
Действия воевод Воронежа и Усерда в этом вопросе по­нятны. Когда черкасы официально переходили в пределы России и принимались на службу, правительство всякую по­пытку возвращения их в родные места квалифицировало как «измену». В то же время «костенский инцидент» так же, как и уход за границу в том же году чугуевских черкас, ясно говорил русскому правительству о необходимости проведе­ния более гибкой политики по отношению к украинским пе­реселенцам. Необходимость укрепления южных границ Рос­сии побуждала правительство и позже разрешать переход черкасам через границу, принимать их на службу. Черкасы получали, особенно на первых порах, большие льготы. С дру­гой стороны, судьба костенских черкас, несомненно, стала из­вестна украинскому населению. Быстрая и суровая расправа над большой группой черкас, намеревавшихся уйти за гра­ницу, говорила о силе централизованного государства. Преж­нее право отъезда служилых людей к другому феодалу или в другую страну давно уже стало в России XVII в. достоя­нием истории.
На «изменничьих черкасских местах» решено было посе­лить драгун. Первыми костенскими драгунами были дети бо­ярские, запись на службу началась в Москве. Каждому дра­гуну давалось по 5 рублей жалованья и по драгунской ло­шади. Весной 1642 г. воронежский воевода В. Ромодановский наделил 144 детей боярских драгунской службы в Костенках землей, принадлежавшей прежде черкасам. Драгуны полу­чили и оружие — «пищали долгие и карабины добрые». С длинной пищалью удобно было действовать в пешем строю, с карабином — в конном; драгуны предназначались и для конной и для пешей службы. Среди 144 драгун были воронежцы и жители «иных украинных городов».
Воевода В. Ромодановский назначил головой костенских драгун воронежца сына боярского Б. Конинского, под руко­водством которого в ноябре 1642 г. драгуны построили на берегу Дона деревянную крепость с одной башней -— городок Костенек.
Необходимость крепости (стоялого острога) на Ольшан­ском городище, находившемся у впадения в Тихую Сосну реч­ки Ольшанки, обосновывалась еще в плане Ф. Сухотина. Как мы уже отмечали, в 1643 г. татарские отряды для вторжения в Россию широко использовали Кальмиусскую дорогу, поэто­му Разрядный приказ не стал больше откладывать строи­тельство нового города Ольшанска. Строительство его про­ходило в 1644 г. под руководством воеводы Ф. Ю. Арсеньева. Стены были построены в виде стоячего острога, город имел 7 башен. В Ольшанск были переведены на «вечное житье» 100 стрельцов из ряда городов, они же принимали участие в строительстве города. Любопытны названия улиц в стрелец­кой слободе, говорящие о месте жительства стрельцов до их леревода в Ольшанск: «улица Калужских сведенцев», «улица Белёвских сведенцев», «улица Мценских сведенцев» и «улица Карачевских сведенцев». К концу 1644 г. крепость не была полностью готова, оставалось сделать еще обламы и крова­ти у острожной стены, выкопать тайник. В это время в го­роде насчитывалось 190 служилых людей. Кроме переведен­ных в Ольшанск 100 стрельцов, было набрано из вольных лю­дей 60 конных казаков, 13 детей боярских верстано помест­ным и денежным окладом, принято на службу 17 черкас.
Новый город закрыл дорогу татарам в первую очередь че­рез Вязов и Осиновый броды на Тихой Сосне; в военную зо­ну Ольшанска были включены также Чесночный брод, распо­ложенный выше по Тихой Сосне между Ольшанском и Усердом, низовья Тихой Сосны и берега Дона выше впадения этой реки.
